NEW RIVER VALLEY PLANNING DISTRICT COMMISSION
Minutes of the Commission Meeting
held on October 25, 2001
Donaldson Brown Center, Virginia Tech, Blacksburg, 5:30 p.m.
I. CALL TO ORDER AND ROLL CALL
Chairman Gerald called the meeting to order with 14 members present. He asked that everyone introduce themselves, noting that Ms. Hanson is a new representative from Montgomery County.

II. APPROVAL OF SEPTEMBER MINUTES
Chairman Gerald asked if there were any questions or additions to the September minutes.
Motion: Mr. Starnes moved that the September minutes be approved as presented. Dr. Leighton seconded the motion.
Action: Motion carried unanimously.
III. CHAIRMAN�S REPORT
There was no report.
IV. REVIEW OF MUTUAL CONCERNS AND COMMISSIONERS� REPORTS
There was none.
V. TREASURER�S REPORT
Mr. Weaver presented the Treasurer�s Report for September.
Motion: Mr. Sheffey moved that the Treasurer�s Report for September be accepted as presented. Dr. Leighton seconded the motion.
Action: Motion carried unanimously.

VI. EXECUTIVE DIRECTOR�S REPORT
Mr. Rundgren reported on the following items:
Regional Strategic Planning Update is scheduled to be complete by March 2003. Regional Competitiveness Partnership will need to file a new application by March 2003, to include an update of the New River Valley Strategic Plan, Vision 2020.
Reminder that public meetings will be advertized in the paper for Dodd Creek and Mill Creek watersheds in November and December.
Grants - EDA has provided Virginia Tech Public Services a Grant to assist in the development of the revised Comprehensive Economic Development Strategy (CEDS). We have been asked to help define new economic development tasks, should funding be available. They want new ideas for economic development. Mr. Starnes questioned if the types of project must be economic development. Mr. Rundgren answered yes.
Mr. Rundgren reported that the workforce study for the region was to be partly funded by a $25,000 EDA Grant. The funds from the EDA budget this year have gone to New York City. In January and February we should be able to start a study along with the Mount Rogers PDC. In the long term, the VEC should be doing this type of study for the whole state.
Transportation - On October 4, Patrick Burton attended the Statewide Multi-model Long Range Transportation Plan Update Conference. VDOT is trying to come up with a Transportation Plan which addresses all forms of transportation. On November 9, there will be a Transportation Enhancements Grant Workshop at the Salem District Office of VDOT which will address Recreational Trail Fund Information. Two of the projects previously funded included the Huckleberry Trail and Pulaski County overlook located in Draper. If your jurisdictions are looking for T21 funding they can join Patrick Burton for the workshop.
Ms. Hanson requested information as to who could apply for funds. Mr. Rundgren reported that any non-profit recreational facility could approach their local government to apply or the local government could determine a suitable project and apply.

A. Report from Education & Training Committee
Mr. Rundgren reported that the Education and Training Committee has met and is working on a presentation for January. Mr. Sutphin was appointed to serve on the committee.

Next scheduled meeting to be held on Wednesday, December 12th.

Chairman Gerald asked if anyone wished to discuss any of the projects separately.
Motion: Mr. Starnes moved that all of the projects be found not in conflict with regional plans, policies, and goals; if any negative comments are received, attach with letter. Mr. Sheffey seconded the motion.
Action: Motion carried unanimously.
There being no further business, there was a consensus that the meeting be adjourned.
